I can recommend a shortcut of the BIG route in the city area of Innsbruck: the old local road 'Hohlweg' has a gradient of up to ~20% and was, according to the road sign, part of the Brenner route until ~1698. It also saves a bit of cycling on the state road, which can be busy with traffic.
